Make sure it is actually the construction hammer, and not the repair hammer. They are different things.

The build hammer menu is organized and easy to scroll through to select the piece you want and easy to remove pieces if you place them wrong. You also do not have the issue of having to many or too little of a certain piece as you only use the mats from your inventory.
I haven't used one in some time, but a repair hammer actually has the player hammering, doesn't it? If so, they could just borrow from that. They already have the placeholder piece as you position w/e it is, as well.
