Above lvl 60 attribute points.

is it possible to get more points, from use of item or something?
Tablet of Power is only for feat if i understand it right.

You can get some from equipping specific armor, shields, or weapons. Certain sets, like Vanir Fur, grant +10 to a stat which is a free perk.

hm admin panel does not have attribute points, thats sad.

Can always make your own mod. Not hard to make a very basic leveling mod. Or you can choose one of the thousands that are on the workshop page.

can friends join when i have mods or do they need to have the same ones aswell?

Whether co-op or a server, they must have matching mod lists to join a session together.

yes and the game will allow them to download them if they chose to do so if they dont allrdy have them installed.

Pippi might work fine for that if you don't want to go the mod leveling route.
