Report a translation problem
A named Derketo priest is hard to come by, but not impossible. A little more common is the Arch Priest, which is a T3 and can do almost everything a T4 can, with just a few exceptions. I've run into them at the Lemurian base more than a couple times. The priests are usually at the bonfire on the separate rock rise to the immediate left of the main building. Also, while farming that base you will have a good probability to run across T4 Armorers, Alchemist, Carpenter, Cook, Tanner and Entertainer. Not sure about Blacksmith though.
Ended up going with the admin menu, not happy I had to though. As for what you suggested: that's exactly what I did. Two weeks ago. I turned up nothing, even after cranking the spawn rate up to almost instant earlier this week. I've got a large box full of Tier 4/purge thralls, none of which ended up being a Derketo Priest.

Or if that's not aggressive enough, use the 100% version. You can find Tier 4 Derketo Priests on the map, they spawn near where you can learn the religion from the NPC.
