That's kind of a bummer.
The armor alone isn't enough, even with the temperature resistance attribute. Spiced food is almost a must if you plan on spending anytime outdoors in the very cold, a torch helps when traveling but is obviously not going to be help when you need to equip a two handed weapon or shield. Certain alcoholic beverages help (careful, because some cool you down instead of warm you up, they also make you thirstier when they wear off). I actually prefer spiced tea. If it is mildly cold, you can still use your waterskin, but avoid that if it is really cold and go with the spiced tea.
It seems like the spiced food and warming drinks do not stack, but if you eat some spiced food and chase it with a warming drink, it works very nicely. Mulled brew, I think it is called, is non-alcoholic and warms you up.
If you swim in the really cold lakes, you are going to get very cold no matter what you do, you might have to chug a lot of warming stuff and eat spiced stuff while in the water. There are also a couple places that are almost impossible to keep warm enough and time has to be limited in order to not die. One of those places is the bridge that goes to the Black Keep, eat and drink and then run across. The Frost Giant temple is another place that you will need everything possible, to stay alive in the cold, even then you will be hovering at the lowest survivable cold on your temp gauge.
I do agree with most posters above that carrying and using teas and spiced drinks to warm up and carrying and using ice to cool in volcano area.helps to boost what the appropriate armors do.

I used to freez to death without at least some fur clothes but now with only 30 vitility don't even need any to survive cold or heat anymore...
