Protip = Null-cancelling movement script
When you press left and right at the same time, you stop. This makes you easier to hit. Why not just move in the direction you pressed last?

Make an autoexec.cfg file. Make sure you don't name it as a text file, this won't work. Save as all file types and throw a .cfg on the end...

Navigate to your cfg folder:
W:\Steam Master Folder\SteamApps\common\Team Fortress 2\tf\cfg

Put the autoexec.cfg in this folder.

bind s +mback

Now if you were holding left, then mash right while still holding left, you'll move to the right instead. Learn to randomly dance back and forth. No this will not get you banned, VAC'd or anything nasty.

I know this is kinda late but I only started playing the game recently. If I'm using the chris' config and already have an autoexec file, do I just copy and past this into that file?
yes.
this is the single most overhyped thing in tf2 history. it doesn't make you any better at dodging, and its pretty rare that you'll tap two keys in such a terrible situation anyway.
