in your steamapps tf2 folder (steam/steamapps/common/teamfortress2/tf/ ), there is folder named "cfg", go there and find a "autoexec.cfg". Open it with notepad and it should show few lines of text. just write "-forward" there and it should work, because autoexec.cfg automatically applies all the commands put in there, when you launch the game. If there is no "autoexec.cfg" in the cfg folder, just create new file with notepad and save it as "autoexec.cfg".
another option is to reinstall the game, this will fix everything but I don't think you would like to do that unless the other options wont work.

Make sure you've turned off Sync-with-Cloud in the multiplayer options so that the steam cloud doesn't over-write your changes; then uninstall the game, delete the entire folder, and reinstall from scratch making sure you've got enough drive space.
There are issues with FAT32 not liking the size of the ever increasing TF2 download sizes; so it could be a drive allocation issue.
