Just remember that relative sensitivity is effected by things like field-of-view, resolution, etc - so those need to be the same too.
Also, as a rule of thumb people want low sensitivity in CSGO for the precise aiming - in TF2 that's only really an issue for snipers, so low sensitivity will lead you to getting jumped from all directions and being able to react quick enough in TF2.
but if you tick raw input your send will be pretty samey across all games.
1.3 in CSGO is 1.3 in TF2
You might want to try a higher sens in TF2, though, unless you play Sniper exlusively or you have a gigantic mousepad.
