There are 4 types of spells which can be applied to items, ones that act like special paints, ones that modify voices, ones that produce special effects, and some that alter weapon effects. For example on of the most common spells is Exorcism which is applied to weapons and causes a ghost effect to spawn when you kill a person with that weapon.
All these changes only take place during the Halloween event, a Full Moon, or when an Eternaween is used, otherwise the spells remain inactive.
Spells on items aren't rare, unless the item in question has been released after the last Halloween event, due to spells expiring and having to be very careful when trading/using them otherwise they will disappear without a trace. For example you would be hard pressed to find a Festive Backburner with a Spectral Flames spell, but I have one.
No, the Restore button will allow you to restore specific things about that weapon.
For example, I have a Sniper Rifle with a Headshot Skills Strange Part applied, as well as a Killstreak Kit. Pressing the Restore button will allow me to select either one to remove, without it affecting the other one.
