Normal ellis's cap?

I haven't heard any one talk about it, so i stumbled upon it on backpack.tf and apparently, a "NORMAL ELLIS'S CAP" Is worth 30 buds.

This is a bit stupid IMO, But my question is how did they get it and why is it so much?

They got it because Steam Support is high on some weird energy (possibly drugs).

It's that much because only 1-100 exist?

Items with odd qualities (even more odd that unusuals) have price tags like that. He probably got it from steam support.
