Serious mode: Valve needs time to prepare. They can't just whip up something special for a month when there's other things to do (such as other updates).

in october, i make time to play special halloween themed games because I love the holiday and time of year. october is just a great month.
I don't usually have time to squeeze games into my schedule like left 4 dead and tf2, costume quest, zombie driver, etc.

yeah they need WAYYY LONGGGG TIME to prepare
but it is valve, so to them 1 year is about 1 week giver take 2
