Nine times out of ten the "bad luck" is solely down to your team already having Spies on it, and thus the enemy spy-checking as a matter-of-course.
Don't pick Spy if your team already has one.
Latency issues? Fix your network connection, or join better servers. Make sure your interpolation is optimised.
If there's someone who runs around and acts like a spy when he isn't, disguise as him if you aren't too good at blending in. People likely won't suspect you (or they will because they're like me and they always think he's a spy.)
Also...
Disguising as your own team while using the Deadringer (or other watch if you can dissapear right) is also a workable thing. If you, a red spy, run at the enemy team disguised as a red pyro, they'll think "Oh hey, a red pyro." instead of "oh look, a red spy."
there is nothing you can do just make them suffer when your luck is in
1-I feel ya mate.
2-Either take break as spy, I did and it helped or just practise lots I guess.
try and uncloak as near to the target as you can on the ground but not so close he can hear you
if that does not work just spawnkill for a bit
it doesn't really work that often or make you popular but it's funny
;-)
