I started turning in circles and nailed him . He was cloaked before I got him with the flamethrower., so apparently you CAN be cloaked - because he definitely was.

I've been encountering a glitch that makes other players invisible by not rendering their models in my game. That could definitely be the case here.
This is what I think it is too. Recently I've been hit with a few scouts I couldn't visably see. I could see their bullets blasting from an unseen force-a-nature but not the scout itself. It would fix itself by the time I was dead though. And it wasn't a constant thing.

In addition, cloak time is rather short. It's very possible to sap'n'cloak before someone turns around, if you do it from the right angle.
