General Rule of Thumb for Unusuals:
Cancer/Bad Unusuals= Wow, you are bad man.
God Tier/Good Tier Unusuals= zomg you spend all money on game, stoopid fak.

The egible nuts.
All that matters is what you think since you're the one who will be wearing it. So if you like Nuts n' Bolts, then get it. Otherwise, save up and get an effect that you enjoy more.
Personally, my favorite effect is Orbiting Planets, which is considered low tier by traders, but damned if I care since all it means to me is that I can get hats with my favorite effect attached for cheaper/more affordable prices.
Okay, dunno who told you that, but they're terrible misinformed. Even the most ugly Unusual hats with the lowest tier effects are going to run you at least 8 Keys.
Not even regular hats go for as low as 1 Ref, unless they're uncraftable.
