Not sure about that. It was probably created out of bugged killstreak kits that could be applied to eveything

They were.
I think you misunderstand OP's question (or maybe I do?). The question isn't whether Wrangled kills with a Killstreak Wrangler count towards a killstreak (they do), but rather whether the eye effects one a Pro. KS Wrangler will appear when the Wrangler is the active weapon (they will).
EDIT: You can still complete glitched fabricators and still used glitched kits, the only issue is that they are extremely rare/expensive and have a limited availability.
These kits are no longer available but you might find some of them on Steam Market or other trading sites. They are super expensive, though
I think we're both right there. I said tha it most likely counts towards killstreak, and if it does, then it's obvious that the particle effect will appear. It always appears, no matter what weapon Killstreak is on. What might not (and probably will not) appear is the sheen on the weapon

If sheens appear on all of those they'll probably appear on the Wrangler.
I'm not really conserned about the sheen just the eyes haha
Maybe it works on all weapons. I think I saw a talk about a Prof KS Unusual Hat and how the sheen didn't appear, because it was glitched or something
