How to get spirit of giving?

I seriously can't find anything on how to get it, other than that it was given for smissmass 2011, i s it still availble somehow???

Play TF2 during the Smissmas event and it will be given to you. The Smissmas event for this year hasn't started so you need to wait until it does.
