What to do with the Unusual haunted metal scrap

I have this Haunted metal scrap, and I'm not sure on what to make. Is it a profit to make a spine-chilling skull or a headless horseman's skullcutter?

Aside from the untradability (gift wrap would get around it, but gift wrap has been disabled for over a month now), the Spine-Chilling Skull hasn't been craftable for years.

If you craft the haunted headwear you will instead get one of three different skulls: The Spine-Twisting Skull, Spine-Tingling Skull, or Spine-Cooling Skull.
