If you build it...they will come.
1. Sprays are enabled
2. Just like most community servers, players don't have control over kicking, and it's only in the control of admins
I'm not a furry, but I only play on it because I play tf2 with mods installed, and most mods don't work on casual mode sadly.
It would be a step in a good direction if they did, but since they didn't come up with it before I doubt they will any time soon.
And maybe for the better. At least I can speak for Skial that it has quite a bit controversy around itself regarding abusive moderation.
What we don't need is yet another server filled with a bunch of fancy plugins hosting 1 single map 24/7
We need a proper casual alternative for each of the major gamemodes, because as for now the casual players don't really have a functional replacement to "mvm" they are forced to play all day long.
These servers should be as close to vanilla as possible so heres a checklist for what they should have in my opinion:
- Random crits on vote / Random crits enabled / Random crits disabled
- No rtd
- Normal respawn time (or close to casual one)
- Map rotation
- Minor donation perks that do not influence gameplay (necessary to keep the server up)
- Proper promotion ( no point in having a server that nobody even knows of)
I would like to host such a server myself for CTF gamemode, but unfortunately I neither have resources nor time to maintain it. However, it would be much easier if a movement like #Savetf2 decided to do the job as they have both the popularity and resources to make it work.
EDIT: It usually has a full server (24 players), no crits, no spread and no bots. Though I heard the US admins are ♥♥♥♥♥♥ but never experienced it in Europe.

2. OP specified at the end of his post: "Just a few servers with max 24 players, regular respawn time and a decent map rotation. I would play there exclusively."
There was a couple for a while, I forget their names, that was basically just vanilla gameplay from casual, only without the timer being set to like damn near infinity or reloading the same map over and over, but they just kinda died out even giving official announcements that they couldn't keep footing the cost to keep'em going.
Skial or other similar servers are kinda like, those 24/7 minecraft maps for TTT on gmod. There's always an overabundance and they're always pretty stale.
