What slot does footwear take on demoman?
His primary.
His primary is technically his secondary.
Stickybomb launcher is his primary.
It's still not in slot 1
Since he'll be taking a lot less damage from his stickies, this also negates one of his key weaknessess, his inability to fight at close range. Since Demo would usually take a lot of damage from his sticks, he always tries to fight at mid or long range. But with Gunboats he can get as close as he wants and just tank his own damage, it would make Demoman a class that can fight more effectively than most other classes across all ranges.
Perhaps if they were to change the 60% blast resistance to 30% to 40% blast resistance, then I think it would be balanced.

Soldiers with Gunboats take full self-damage if they catch an enemy up in the blast.
stickies in general are slow
soldier benefits far more from reduced jump* damage than demo
not that demo would have ever gotten the GB in the first place
they were obviously going to soldier regardless of valve's little minigame
