How To Add Strange Quality To Decorated Items?

So, I want to make my backwoods shotgun strange and have a kill tracker on it, but there doesn't seem to be any kind of shotgun strangifier around, is the only way to get a tracker by unboxing?

Yep. If you have a Civilian weapon, you can get or make a Civilian Stat clock and put it onto the Civilian weapon.

The only way to get a Strange Backwoods Boomstick is by unboxing a Strange one (or by trading for a Strange one that has already been unboxed, obviously).

Nah, that doesn't work for Merc grade skins from cases. There is no way to trade up to them since they are the lowest grades of their respective collections.

Now if it was a Commando on the other hand it would be entirely possible.

It isn't random, not entirely. The collections of the items being traded up determines the collection of the item received. Plus your calculations are off: 10 Civilians = 1 Freelance. 10 Freelances = 1 Mercenary.

So if you trade up 10 Teufort Civilian skins you will 100% without a doubt get a Teufort Freelance skin. If you trade up 9 Teufort skins and 1 Craftsmann skin then it is a 90% chance of a Teufort skin and a 10% chance of a Craftsmann skin, and so on and so forth for different numbers.

The only way to trade up to a Merc skin is with 10 Freelance skins. The Backwoods Boomstick belongs to the Concealed Killer Collection which doesn't have any Freelance Grade skins as the lowest grade in the collection is Mercenary. Therefore it is impossible to get any Mercenary Grade skins from the Concealed Killer Collection by trade ups.
