The green colored flames are called 'Spectral Flame'. It only works durning Halloween/Full Moon events. You can no longer get the spell from drops, nor any other way besides trading; if I heard correctly spells are no longer giftable. Only way to have green flames is by finding a flamethower that has the spell already applied.

You can tell if a pyro's flamethrower has the spell by looking at the weapon's description and it will say,

Halloween: Halloween Fire (spell only active during event)

To expand upon this, during the 2012, 2013, and 2014 Halloween events you were able to acquire a variety of different spells that could be applied to items. Once applied these spells are only active during the Halloween event, on Full Moons, or when an Eternaween is used.

One of these spells was Spectral Flame/Halloween Fire which could be applied to flamethrowers and turns the fire green when active.

Halloween spells were unobtainable during the 2015 event and were made untradable shortly after during the Tough Break update. Therefore as of now the only way to get Halloween Fire is trade for a flamethrower that already has it or how that Valve makes it obtainable again later this year during Halloween.

Yep. I was lucky enough to find a festive flamethrower on the market with the spell attached to it, as I missed the original Halloween event that introduced the spells. I'm hoping they're reintroduced this year.
