Basically in current team colour paints both the Blu and Red colours are both defined in the paint, however back when the only team colour paint was Team Spirit only the Red colour was defined (I don't know how the Blu colour worked for them). For items with these paints they have a "paint splotch" but no paint is listed in the description. Items with this old Team Spirit paint still look like items with the current Team Spirit paint (aside from the description).
The other team paint one is a glitch where instead of only possessing the Red attribute they only possess the Blu attribute instead. I have no idea where these paints came from but to my knowledge all (or most) of the team colour paints were effected (not just Team Spirit). Items with these paints have no paint listed in the description and lack the "paint splotch" when looking at them on Steam. In-game however they only have half of a "paint splotch". Items with these paints only have the paint appear when on Blu.
Again, I don't know for certain whether these are the legacy paints or not, but if they are then it should be about 8 legacy paints.

Painted Cow Manglers aren't Legacy Paints. And I say that as:
1) Someone who actually knows what legacy paints are and already explained it.
2) Someone who actually owns a Painted Cow Mangler.
