It'd be a better idea to get 2 cheap hats, rebuild headgear, and hope you get something good.
You should be able to easily get a regular hat for 1 refined + 1-2 scrap.

reclaimed metal. Its takes 3 to make a ref, and so 33% of a refined is a reclaimed.

3 scrap = 1 reclaimed = .33 ref
9 scrap = 3 reclaimed = 1 refined/ref
Therefore 1 refined + 1 reclaimed = 1.33 ref
