how= play more and buy premium so you will get around 2.5x more drops (basically per every game)
technically not. since you can still get item drops by playing game longer than premium players. so you could say ''It takes more time and effort''

Because actually some stock weps are the best. Thus eventually you will still obtain weps by playing. Premium just speeds that up. So it’s pay-to-not-grind.
free players receive only limited item drops (with no rare or cosmetic items) until they upgrade to Premium status, upon which they gain access to the full item drop system. as the wikia says.
But ever since i switched to premium it felt like drop rates increased.
These are bad in my opinion:
shovel
bat
scout pistol (kind of)
grenade launcher (iron bomber is kind of better but whatever)
wrench (only if there are lots of spies;takes two hits to get rid of sapper;if no spies then jag)
heavy shotgun (sandvich)
medigun (depends on situation)
syringe gun
bonesaw
capper, australiums, stranges, and more random killstreak stuff
Most of the stock weapons in the game barring melee are some of the best weapons.
Premium has absolutely no affect on the rate of drops. It merely adds cosmetics into the mix.
The worst stock weapons are pretty much as follows: Bat, Shovel, Fire Axe, Bottle (arguably), Fists, Syringe Gun, Bonesaw, and SMG. That's 8/27 stock weapons excluding the PDAs.

Item drops work on a simply formula: One weapon drop every 40 to 70 minutes of game time for the first 10 hours of game time in a week. Zero weapon drops after 10 hours of game time.
Notes:
1. The 10 hour period resets every Thursday.
2. If you didn't use up all your hours in one week they will carry over to the next week, up to 20 hours. i.e. If you miss one week you'll have 20 hours in the next week. However if you miss two weeks you'll lose those 10 hours completely and only have 20 hours in the next week.

Premium only allows you to get hat drops, and hat drops are so rare you could go years without getting one.
