From his description from the official team fortress page, it's clear there's already something off with him before he joins up with the mercs.
So yeah
This is WW2 we're talking about. There was a draft in place, the US would have been happy to take somebody who is able-bodied like soldier. Also, let me tell you something, when it comes to the military, they do not reject people for being "too smart" or "too kind." However, they certainly wouldn't take somebody who is clearly a lunatic and would prove to be dangerous to his own unit.
I'm fine with fan theories, but not so much when they grasp at straws.
