You can also just use real money to purchase items, as opposed to have to beep that money into your Steam account, and then having that money be locked to Steam for good.
However it's unsafe in the sense that it goes against the Steam terms of use and could potentially end in a ban if you use it. It's extremely unlikely, but I'd recommend avoiding this site.

The real truth is that most of these third party sites are "safe", but go against steam terms of service in the sense that if their servers get hacked and they steal your information from the third party site, Steam and Valve won't be in any way liable
Basically it's "safe" if you trust 3rd party sites and have 2 factor authentication. You won't get banned for using 3rd party sites unless you're gambling on them
That's literally only a way for them to refuse to give you back your stuff when you get scammed for being an idiot. It has never, and will never cause anyone to get banned. It's 100% "safe".
