How do I get a party hat (for the special birthday of TF2)?

you should know that between the days 23 to 25 of August you get from the game (at least I think) the party hat. or it is I who played from 11.45am to 2.00am so as not to get the hat, or why I should wait for 24-25 of August, or it is no longer possible to get it. in short, how do you get the party hat these days? (however, happy birthday again TF2).

same here but i'm hearing reports of some users recieving hat drops, wouldn't be surprised if they stopped dropping them
