professional killstreak fabricator not working

I'm trying to make a professional ks kit and it requires 2 unique specialized killstreak weapons. I bought a non-craftable specialized ks flare gun for this purpose. However, it now isn't showing up as an option in making the kit. I've already used non-craftable items for other ks kits without an issue. so whats going on?

Have you ticked the box that says include untradable items if you bought them off market.

yes. they don't show up. i got them from backpack.tf so they are both tradable and marketable. (before you ask, they are also unique)

You can't use non-craftable items in Killstreak Kits.

You must be mistaken, because non-craftable items have never been usable in Killstreak Kits.

Simple answer is you can't craft a kit with a non-craftable item.
