Going right and left on 1v1 is common, but you should also try to move in opposite way to Scout (For example he moves right, you move left) and other unpredictable movement.
Overall it's very depended on your aim.
tracking > flicking if you're actually good, but if you're shit then do the ye olde "don't move mouse and aim with movement" shtick (keep in mind that you'll be vastly outclassed at a certain point if you don't learn how to separate aiming from movement)

Yeah, Quad was a beast back when he played.
I just foukd it kinda hilarious when you said you should not track while we had players like Quad who literally had best tracking skill in whole TF2 history.
But jokes aside, I do agree that you should not track unless ypu're really good at it(What I mean is on Quad level good) Flicking is easier.
have aim
only whip pistol out if enemy is full tilted and or has low health
do a combo of tracking and clicking
if enemy strafes to left, you move to your right, because its easier to aim.
