Spells were still tradable / usable up until the Tough Break update. So it was possible, for a time, to apply spells to Gun Mettle skins.

I wonder how you get them, but I do know that a halloween event a long while ago allowed you to add spells to it.

Since Scream Fortress 2015, Halloween spells are not acquirable, as Haunted Halloween Gifts were replaced with the Soul Gargoyle, which did not distribute spells. Shortly after that the Tough Break Update made Halloween spells untradable as an undocumented change, thus removing the loophole of applying any previously existing Halloween Spells. They were deleted from players inventory when they launched the game. But if you didnt launch the game the day the spells were removed you didnt loose the spell. Those spells are called post life spells and you could apply them to skins.
