Report a translation problem
1) Right click on TF2 > Properties > Launch options.
2) Introduce the following commands (no quotes):
"-console -windowed -noborder -w 1920 -h 1080"
(if your monitor is different, please do change both '-w' and '-h' values.)
3) Run Team Fortress 2.
4) On console, right this command (no quotes):
"fps_max 60"
5) Play for a while and verify the problem is solved.

However, I would like if someone gives me an explanation of this. Why does it present tearing in fullscreen when running at 60fps@60Hz?? And why everything is fine if I play in windowed mode at 60fps@60Hz??

Yeah, I know that borderless windowed mode is quite good, but I don't know why there's tearing in fullscreen mode :/

if you're running in fullscreen, windows completely gives the screen over to the application, so it will tear.
