The Gunslinger isn't meant as a "lvl 3 sentry" replacement, heck, it doesn't even have enough DPS to fight a level 1 sentry. It's just useful as a quick builder, but you can do the same with lvl 1 sentries by picking them up and placing them down. Though, if you don't have one Sentry with you at all times, then the Gunslinger is for you. It's sort of a "distractive" weapon in my opinion, gives the extra DPS but the enemy team has to focus on the Sentry due to its continuous firing rather than reloads of human players.
