how are the chances taht my Xbox One controller doesnt work too ?
1) Be sure to turn on controller before boot up the game.
2) If it doesn't recognize your controller, try to relog your windows account (or computer account. Restarting the computer is not required).
3) Then turn the controller on and boot the game. It should connect.
That was how I had been using Xbox One Controller since first playing of GE Resurrection. Hope that resolve the issue. It's only issue I experienced and resolved.
Should be zero. I had been using my controller since the Resurrection and go on. Currently playing the Rage Burst.

Thanks man, I tried all steps, still only works when I do a full restart...then fire up the game directly after. Only works until I alt-tab out. I am using a regular, corded 360 controller...maybe ill try an Xbox 1 controller.

Just to add to this - it may have DS4 support if plugged in via USB but not the "DUALSHOCK®4 USB Wireless Adaptor"
if this is detected at all, even as a secondary controller, the game crashes at setting screen. Also does not detect buttons properly. So this could be the cause of some peoples issues if they have multiple gamepads plugged in. Game was made before the Sony wireless adapter was released so it likely doesn't know the device ID.
Anyone else trying to use ds4windows with this game: must have "Hide DS4 Controller" option checked.
All others that have this wireless adapter and are trying to use another controller: just unplug it or disable device.
Also another option: could try deleting this file which contains controller configurations and such: %LOCALAPPDATA%\BANDAI NAMCO GAMES\GOD EATER 2 RAGE BURST\config.ini
You can use Special K to fix this. I have a fix specifically for this game and Watch_Dogs2 to prevent them from bugging out when an XInput controller is disconnected.

The option to do this is under Input Management | Gamepad | XInput Placeholders. Set Placeholder #0 to enabled.
It really sucks that this has to be done, but this is the 3rd game I've encountered with the problem in the past year.
