So please don't do this unless it is with people that have generally consented to your shenanigans, eg friends, a rowdy situation where people are already being very goofy, or possibly with people playing in horror maps.
Doing upsetting things to strangers while expecting to get blocked is explicitly against the rules.
One of these two people:
Expects others to stop what they're doing to entertain them after they interrupt them.
The other:
Just blocks someone that's annoying and interrupts them and then goes about what they were doing.
One of those is the snowflake, and it's not the person using block and continuing on their way.
Not really. The parties I go to are all consensual. Treating people the way they expect and want to be treated is actually the pro-social move here.
Trolling and intentionally causing distress in others is against the rules. It's actually not okay to cause harm to others in VRChat. It is explicitly against the Community Guidelines.
And people are clearly indicating that they don't appreciate the interaction, hence the blocking. Your right to play the game how you want ends when it causes harm to others. Your interactions withe everyone, online or offline, should always be consensual. It's weird that you need someone to tell you that!
