But yeah it makes sense, because both trigger law and order i guess, you either report caravan to sentries at gates and they point you to reimond or that woman "tells" reimond about you. I think you still can use caravan scenario in dialogue with lohar and spirits later.
So technically its not really a bug its just "another way" of starting same quest. Im sure you can report female dwarf and caravan to driftwood folk anyway.
If you take too long in fort joy and you don't talk to the elf girl being harassed by the 2 thugs when you come back to her she would be already dead on the floor. This game has a lot of triggers which would make every gameplay a bit unique if you don't do things exactly the same every time.
