You can get the warfare vendor in the ship tho, during all the boat sequence. That is indeed act 1 tho, i also reach lvl 9 just at the end of act 1, i heard that if you slaughter everyone you can reach 9 before alexander, is that right ? Not worth it tho... and not needed for sure, the whole boat fight is over with 2 action points.
My question is this: I can get warp skills from scoundrel and hunstmans immediately. It seems like PD and Blitz are artifically restricted, and my question was why. Is it an admission that Warfare is flat out "better" than the other skills?
Absolutely, as i said, you can buy them at the end of act 1, literally the end, and even if you grind exp to reach lvl 9 before Dallis its pointless because that fight is absurdly easy anyways and there are known ways to win it in ultra cheap mode, like just 1 maggots grenade and gg, or defensive skills on Malady, or teleports, etc, Just 4 turns. I dont know if there is a way to reach lvl 9 before the worm tho.

Kalias (lizard in elf cave) and Gareth will both sell Phoenix Dive/Blitz/Thick of the Fight at Level 9. There is enough XP to just barely reach Level 9 before you get on the ship, which means you can buy from all the merchants in Fort Joy.
If you skip things, then yeah. You are probably only level 8 when you get on the ship.
