If you already know the spellbook then it will tell you. It doesn't hurt to have 2 or more know the same valuable spells, especially healing. Every time you level up the traders will add new gear, including books.
If you plan on killing a character that has spell books, then it's good to see what they have first, either via pickpocket or trade. You tend to get some or all of the books as drops after killing.
**When crafting a spellbook, you need a scroll with that spell and an appropriate level of blank spell book in that school of magic. You combine the two and it turns into a spell book. More advanced spells may need 2 different school spellbooks and the scroll.
Or, if you REALLY want everything just handed to you and just make you a god right from the jump, and you aren't concerned with achievements, try some mods on the workshop.
You get new spells from vendors at 4,9, and16 I think.
On level 4 you can buy\steal all level 2 spells, etc.
Some level 4 spells will only appear at ACT II.
Everytime you level up vendors refresh their items(level them up) and skillbooks.
