I don't think there is any recipe to boost any civil skill. You'll need to use items for that, specifically gloves, amulets and belts. There are a couple unique pieces to be found in Driftwood too.

You can use the talent 'all skilled up' to give you +1 civil skill and +1 combat skill.

Choose a specific dialogue when you talk to Dashing June in Driftwood. She'll give you +2 thievery gloves.
Papa Thrash in Driftwood sells a unique +1 thievery armor.
You can easily find belts with +1 thievery.

There's the Eternal Artifact you can use to enchant +1 Thievery on boots.
