The Controller config to ensure all 3rd-party controller completely emulates steam controllers already being released around Jan 17, 2017
It's hardly the only problem this game has years after release. I can't change graphics options at all including the screen resolution. This game is still a mess.

It's not working. All of these steps were already taken by me, as I've been using my DS4 controller with Steam games for over a year now.
It doesn't matter if the controller configuration for MUA is set to Zoe Mode's settings or to the default "Gamepad" settings, the DS4 controller never works.
I've also tried restarting the game numerous times, and re-applying the controller settings numerous times. It's not working.
If you used Forced On, it won’t work. There’s also a warning sign on how to use it.
I'm not using Forced On, although I tried that once to see if it would make a difference. It didn't matter. None of the controller options lets the controller work once the game starts.
You have to try re-setting the Controller Settings to “Global” & use Recommended Zoe Mode Config second times + you need to check your Windows Update, & install latest DirectX Input.
The last time I check after I install the DirectX Input, updating Windows, & use plug n’ play PS4, w/ DS4, it works
I'm not a novice at computers. There's nothing wrong with my computer and I don't need Windows Updates. 90% of other Steam games work fine with the DS4 controller. The problem is not with me or my computer; the problem is with the developer of these two games.
