Alternatively, you can just set "Other application fullscreen" to "Stop (free memory)" in the Performance tab of the Wallpaper Engine settings, this will also fully turn off the app whenever a game is launched. This only works well if you have only one screen, though.
Sorry, I double checked and it was "Pause" and not "Pause per monitor."
In Settings, under the Performance tab, click "Application rules" and add the application there. I chose Diablo IV.exe, then condition "Is running" and Wallpaper playback to "pause." Definitely does not seem to have a "Pause per monitor" option.
The .exe takes up over 95% of the GPU in task manager while the game never goes above 25% by itself.
