Can you use a screensaver as a wallpaper?

I've seen many people ask if they can use a wallpaper as a screensaver, but I want to do the opposite. Insaniquarium Deluxe has a way to use your fish tank as a screensaver, but I want to run this program as a wallpaper, how would I go about doing this?

Use a tool to record your desktop with the aquarium and add it as a video to Wallpaper Engine.

I am unfamiliar with the app, you can always try to directly load the .exe as a wallpaper using the "Open wallpaper" -> "Open offline wallpaper (animated)" in the lower left corner of the app window. If the .exe pops out as a window or runs into some other issue, your app cannot be used as a wallpaper. If you select the .exe and it is immediately set as your wallpaper, then the app aquarium app you are talking about is compatible.
