but yeah win 11 still has taskbar issues
example curseforge will not show like the rest of them it will open seperalty from its icon on the taskbar
just gotta be careful of what you click and have task manager on hand to restar windows explorer or alt f5
tl dr win 11 is still glitchy and new just like win 10 in her early days steam make improvements as win 11 gets rolled out this fall season

In conclusion win 11 is very new and it will take awhile for programs like wallpaper will take some time to update for 11.
Wallpaper Engine does not interact with the Windows task manager, it sounds like a bug in Windows 11 of some sorts. Try reinstalling all important drivers.
Wallpaper Engine does not download anything. All downloads are handled by Steam, Wallpaper Engine only shows the download status that Steam reports. The problem you describe is an old Steam bug that affects all versions of Windows. Try reinstalling Steam. Follow this guide for more help:
