On the other hand a video wallpaper with 300 MB is something that does not bother your GPU much, at least if it´s not an older model and the video is proper encoded.
Aboslutely not predictable how your system might perform having hundreds and thousands of wallpapers in the workshop.
Keep in mind that the Windows Task Manager is not capable of taking GPU clock rate into account, so if your GPU takes 30% in its low power state to decode videos, that's more like 3% of its actual capacity. More infos here:
