It would help to check which monitor will have the effect reacting to the mouse, since only one of them should react to it when the other is cloned.
The characters will "avoid" the cursor, so the question is on which monitor does that work? It should only work on the one that is being used as the source monitor.

With clone mode, only one wallpaper is real. The other one is a copy. So what I need to know is if the program has put the real wallpaper on your large monitor and then copies it to the smaller one or if the real wallpaper is on your small monitor and the large one is the copy.

If the real wallpaper is on the small monitor then I know what the issue is: the wallpaper is only rendered at 1080p and then copied to your large monitor.
And this test would answer that question. What you described is exactly correct, only one monitor will have the mouse react to the particles.
