Wallpaper Engine does not have copy protection so you can just install it on multiple computers and enable autostart on the second machine. Wallpaper Engine will then start with Windows and not care about Steam, so you do not need to be logged in on that computer unless you want to update Wallpaper Engine or download new wallpapers. Keep in mind that all wallpapers are Steam subscriptions so whatever you install on PC #1 will also be installed on PC #2.

sorry im years late to this but you can run it on one account then log into another account since it doesn't need steam to run, it just needs it to start

If you are using both accounts on 1 PC I highly suggest you let wallpaper engine loadup at startup. Then as long as you do not close out of it, it should stay up like mine does, and you can log out of that first account and into the second account.
