Report a translation problem
I guess it has something to do with the nvidia driver which is a total mess in my opinion if you want to do something other than gaming. I have a second PC with a nice AMD gpu and none of the problems ever happend on that machine. Sadly i don´t know how to fix this, maybe the developers can take care of it?

The Shake effect itself should only be laggy if your computer is too weak to handle it. Make sure you have no screen recording software or similar running which may cause performance issues like that, especially some Nvidia game streaming features in the Nvidia GeForce Experience application can cause this.
I literally closed all applications that are running in the background. I even closed nvidia and keyboard/mouse driver software. There's still the lag with the shake effect when painting. No idea what I could try now other than reinstall windows, which is not an option just because of this lag.
