However, if I just google "Radeon ReLive green screen", a ton of forums / reddit posts come up and none of them are linked to Wallpaper Engine as far as I can tell - which is a strong indicator that this issue is in Radeon ReLive itself. As far as I can tell, it looks like a problem in Radeon ReLive itself that may surface when 3D accelerated applications like Wallpaper Engine are running. However, this means Wallpaper Engine may surface this problem for affected users but it does not cause the problem.
I would suggest you get in touch with AMD's support or look into the AMD forums for possible ways to fix this. Again, ReLive works just fine in combination with Wallpaper Engine, there must be an underlying problem with your setup that causes this issue to occur while certain hardware accelerated content is being rendered.
Explain why Relive resumes working perfectly when i turn off Wallpaper Engine then.
This doesn't happen with any other program, and i have hundreds.
Additionally, please test yourself what the extent of this problem is. It could be, for example, that the issue is related to video codecs or similar on your system. For example, what wallpapers are you using while you experience this issue? Does it happen with ANY wallpaper type or just Video-based wallpapers for example?
Can you test if you can reproduce this issue while using the "Fantastic Car" default wallpaper? Make sure to only start ReLive after switching to the wallpaper not while you are recording.
And again, this issue appears to be rather widespread with AMD ReLive users. As I explained above, it is very likely that AMD ReLive breaks when something specific is being rendered or active on the system rather than it being generally incompatible with Wallpaper Engine.
The first result that came up for me when googling was a youtube video with a comment saying to close wallpaper engine, with at least 2 replies stating that fixed the issue. I included wallpaper engine into my search which lead me here.
My green screen occurred only when using the replay function. Closing it fixed the green screen, but I decided to do some light testing. So I ran wallpaper engine again and tested replay, which gave me another green screen. I tested pausing wallpaper engine and that fixed the green screen, but it came back when I resumed it. I then changed my Instant Replay Buffer from System Memory to Disk Storage and that appears to have completely fixed the problem. Even when I switch back to System Memory it records and replays fine. I did only test a single game, ETS2, and I haven't restarted my PC to see if the issue comes back for whatever reason.
Specifications:
AMD Ryzen 5 3600
Radeon RX 5700
16GB RAM
Gigabyte X570 Aorus Elite (BIOS F4)
Win10.0.18362
Radeon Software Version 19.10.1
Wallpaper Engine wants to run in the background and just be left alone. But Relive may consider it a game and then it starts doing things that it shouldn't. It's not possible to make any changes to Wallpaper Engine to tell Relive to ignore it - this must happen from AMDs end. Either they have to ensure that Relive is able to ignore Wallpaper Engine by default or they implement a way for users or developers to configure Relive to ignore programs it shouldn't meddle with.
We currently do not know if Relive has any of those options. You need to contact AMD about this, if they don't hear from enough users that Relive has such issues then they don't even know that it's buggy.
As a work around, you can use the automatic stop function in Wallpaper Engine to make it shut down any rendering. Relive should really then ignore Wallpaper Engine because it doesn't display anything anymore. You can either try setting the fullscreen playback option to stop or add an application rule for specific games.
Select Gaming->Games
Look for Wallpaper Engine
Right Click and select remove.
I was able to replicate the issue by recording with WE on (green screen), recording with it off (no green screen) and recording with it back on (green screen).
I started recording with WE on but no wallpapers active and then enabled the wallpaper afterwards. I was able to record my desktop all right that way. Oddly enough, after that point, I didn't get the green screen without going through the above steps.
I hope that helps. Cheers

Just wanted to share my case because it's still not fixed with the latest amd drivers and the latest version of wallpaper engine.
ReLive works on a completely different level than Wallpaper Engine, we cannot fix this issue besides having Wallpaper Engine shut down the wallpaper. You can use the automatic fullscreen stop option or even add specific rules for games if you want. The core issue is in ReLive and only AMD can fix this.
(Basically ReLive is going haywire merely because Wallpaper Engine is displaying *something/a video* but that's the whole idea of Wallpaper Engine and shouldn't fundamentally be an issue to begin with because graphics cards can display more than one thing.)

Hi, same thing just happened to me as well. I was wondering why game capture wasn't working because I would instantly get a greenscreen or nothing at all even when I try to ALT + R. I have the latest drivers for AMD but it did not solve the issue until I stopped Wallpaper Engine running to which I proceeded into my game to see if the overlay pops up and it does as well as capturing my gameplay and screenshots.
im not faulting anyone but it seems like a rare issue which can still be annoying to those affected
