i am not refunding because i am abusing it, i am going to purchase again because i need the apps keep updated and getting in touch with bug report.
I think you're just being misunderstanding here.

but now that you mentioned i guess DRM free have a down side, i wonder how does GoG even work with this kind of issue.

Also i am not that cheap to abuse the refund,
That was my very first refund in steam because i used my friend money thinking that aseprite wont get the job done due most of my works were using Photoshop.
Then after using abit i refund it due that "wont get the job done reason".

I think i felt like triggered here because i am wiling to purchase in a full price instead waiting for discount including promote the software not because i want to abuse the refund system.

I don't get what is the problem here. It looks like you refunded because "reason" but need the app keep updated anyway. Basically you refunded something that you was using (and you're planning to keep using). Please don't refund if you're going to use Aseprite for the long run.

To keep the up update for free you need to purchase it with steam license and not refunding it.

Because i plan to keep using it i recently think it would be better if i purchases the software.

Well reporting me aren't going to do nothing because i literally never abuse refund system and have never been warned with abusing systems.
Likewise i already mentioned Asprite is the first time i have refunded in steam because i thought it was sucks compared Photoshop.
I mean look that GUI.

And once i bought it later i could report some bugs that lingers, posting some artworks like that .

I have no bad reason to refund i swear.

Isnt it illegal to do so? but i felt like this DRM have some troubles like those game on GoG which is DRM free.

Do keep in mind steam probably won't allow refund same software/game repeatedly.
Refund policy have some rules about why are you refunding it.
If the reason is not what i wanted already picked then it doesn't make any sense if you buy it again and use the same reason.
Picking it's not working might lead you to the Developer Q&A support including minimum requirements.

I am not an expert but refund system cannot be abused and should never be used as a tool for demo neither just because the application are DRM free doesn't mean you can refund it as you want because you'll banned from refunding any kind of game/software.

I'll buy it and never refund it again.
I felt like Guilty saying that stuff.

I have 50% of unplayed games and some of them doesn't what i expected but i still insist to keep it on my library.

I don't mind if you guys reporting it so steam may won't allow me to refund any kind of game/software i bought.
Or suspect the person may intend or have tried abusing DRM free game/software.

I only did that, because your intention seemed unclear at the moment, they won't do anything bad to you, if you're not violating anything.

Hello, I am enjoying using Aseprite on my desktop, but was wondering if I could get a DRM-free version for my laptop as I'm not able to install Steam on my laptop.
