Turn it on once you have a ton of ingredients from expeditions, so you get a buff every battle and raise someone's cooking skill level. Leave it off and only cook when you want to heal or are about to fight a tough battle, if you don't have many ingredients.
Along with that, it's also worth noting that there is a side quest that requires Velvet's cooking level to be level 20. Getting her cooking level to level 20 might take a while, so if you plan to do all of the side quests, it's something you should keep in mind. Good luck!
I normally like cooking in games (don't know why, maybe because I like food?), but I think this game kinda overcooked the health regen side of things. Pun intended. I hardly use apple gel because it cuts my Grade down when I use items. I instead use Soul Break to heal, or get Laphicet/Magilou to auto-heal. (I don't rely on it though, just need the heal to keep me off death's door.)
But if you play on Hard or above, cooking buff is a must, especially if you fight Dangerous Encounters or Dire Encounters. (If you're on Hard, you're likely looking to fight those battles anyway; because anything on Normal and below are cookie cutters.)
