Much has changed since the 2000s, though, and prices for PC games have risen, hitting the $59.99 mark. Speaking of AAA titles from well-known companies.
The price varies for PC games in general, so I wouldn't look into too much.

PC platforme is not owned by anyone.
Consoles's games are more expensive because the console constructor take a % on every game sold.
Just few years ago, every AAA games on PC were sold between 45 to 55$ instead of 60$.
But many publishers increased the price to match the consoles price because... GIMMY MONNY !
Or free.
This is also why Microsoft and Sony sometimes also sold consoles at loss, especially when the consoles are new, to later recoup the money from the game sales.
While there is nothing similar on the PC, Microsoft doesn't require any license fee from anyone who develop and release Windows software.
Just like any store out there, digital or not, and got nothing to do with this. If I buy milk from a grocery store, it's not just the farmer that gets the money, the store gets some money from it too.
So? Steam is the store not the platform. If you go to a store to buy a game for playstation both the store and playstation are taking a cut. On PC it is just steam if it is a steam game.
