The base game is auto opening SteamVr(for me). Seen this is a few times with Unreal games when the VR branch is not properly seperated from the base game. The best solution for games under one Steam entry seems to be a steam launcher choice like the one by MIND: Path to Thalamus Enhanced Edition(Unreal) or Subnautica(Unity). You choose to launch normally or in VR and the appropriate executable is loaded.
